If you have a valid key for it, you should be fine. That is the case with other games that have been removed though gifting is something that I'm not 100% sure tbh. I actually just purchased a Saw key, which has been removed from steam, and it worked perfectly.

Far as TMNT ( http://steamcommunity.com/app/21990 ) I don't see it here: https://support.steampowered.com/kb_article.php?ref=7480-wusf-3601 so it seems activating the retail version on steam is impossible

World War 1 Centennial Edition is a better example. Has been in bundles after its complete removal, ( I.e. store page and inability to purchase) but keys are still valid.

Yeah I got SAW from Nuveem (typo) for $1.50 USD. It's available in North America still for $20 USD on the Steam Store.
