GIveaway region restrictions

I've created a giveaway that I clicked region restrictions Germany. Does that mean only people from Germany can enter or everyone apart from people in Germany can enter?

If you want you can still delete it, just keep in mind that you will lose that GA-slot.
You get an additional Slot for every 3 GAs that have been marked received.

I can live with the lost giveaway slot rather than setup a giveaway that no one can play in that country. Thank you.

can not enter, and does not appear listed to them, but they can see it in your GA profile...
