Creating first giveaway and do not fully understand the region lock

If I have a key that says its not available in Germany, do I choose Germany in the Region Restriction section?

No. Choose "None" and state that it's not available in germany in giveaways' description.

Restrictions means that game key / gift you are giving away is only available in that region not vice versa.
