There's no conspiracy, there's been a world-wide and long-standing epidemic of moronity among governments.
Because of this moronity, they decided to close borders 2 whole months late, leading to this world-wide "new flu" epidemic. A brilliant plan. To preserve the tourism economy for a couple of months, they created the conditions for a global shutdown of the whole economy for even more months. Special thanks also to stupid serial-travelers / plane-takers.
Also, the logical continuity of not closing borders early would be to not confine people either and just tank the disease. The disease would make more direct victims, but wouldn't totally wreck the economy leading to billions of economical victims. Even if your job is safe, you'll suffer from it, as governments are getting in debt and will have to tax you like mad to compensate at some point.

Idiocracy is why this is happening. Viruses are part of nature. Morons fumbling the ball and debating for weeks, waiting to see what happens before doing the basic protective move of preventing the spread of the virus in the first place are what is killing people right now.
This was the most predictable world event. It was bound to happen. There was not a single plan in place to be triggered and you know what? After all this is said and done, we'll be exactly where we started: without a plan. Next time, it'll be the exact same BS.

The worst part is: we didn't even need to have a plan in advance. We just needed to close borders to people (probably goods would have been fine, while taking great care of people transporting them) as soon as we first heard of the epidemic in China. And people actually suggested it, in my country at least. But since they were labelled far right, aka "The Super Dark Side(TM)", the government decided it would be a very nazi thing to do and should absolutely not be done. And here we are now...

There definitely was an element of racism in some early response, and as there was, well, politicians who were not from the far right got worried they'd be labeled as racist if they did what needed done.
Of course that doesn't explain why it took them so long to react when Italy was concerned since most of the outbreak in Europe is traced back to that more than to the Chinese cases but that definitely played a part in the beginning.

Yeah, but just because some people (from any political border, for that matter) went berserk against Chinese (or more generally Asian) people, doesn't make closing borders racist... Except in the simple minds of our governments :/

Yeah it's ironic that they calculate that their image will be more harmed by closing the border too early and risking to be labeled "racist" than by closing the borders too late and being responsible for thousands of deaths and billions of economical damages... And the polls seem to prove they are "right": approval for our government increased from ~30-35% to >50% lately.

Yep, there's quite a few things that could have been done to prevent all this. At this point the virus is already here, but from what I've seen most governments are still tripping all over themselves trying to figure out what to do.
The USA is also doing their best to completely fuck the economy right now with their slap dash plans. By telling tons of businesses to close without also stopping rent/utility/insurance/land payments (and forbidding any 'back rent' from accruing during this time), we're going to see an absolutely staggering number of places going out business very soon. We could be looking at a financial crisis much worse then the one in 2008.
