you could just check if you can trade it to someone from another region to verify the lock.
If this lock is in place, you won't be able to trade it, at least thats how I understand "No cross region trading and gifting

Hmm weird. Looks like they made three separate packages; PAL, Japan, & NTSC. Capcom does know that it is not Nintendo right?

You are probably out of luck unless you want to do a PAL only event thing.

This region-lock BS is getting ridiculous. Hope you're able to figure something out with your items.

they should make it clear that it's region locked before you buy the product...

Gift copies are pre-activated in the region you bought it, there shouldn't be a problem to receive them.
I sometimes have to buy gifts to get the uncensored version of a game where the key has an activation lock, the gift always works unless there is a geo-lock ( This package can NOT be run in specified countries)

The gift activated without any problems in Germany.

Also recently received a gift from the US with "Cross region trading and gifting is disabled for this item." And it worked fine.
Of course this doesn't work with geo-locked regions like RU/CIS or South America.

There's another guy who posted today about a similar problem with Escape Dead Island except he gifted it with a key from GMG and the winner couldn't activate it. (Looks like he might have closed the thread.)

It also has the "Cross region trading and gifting is disabled for this item" on SteamDB rather than a list of restricted countries.

Iorweth just pointed out that may not mean anything, but I guess it did in his case. I guess it's an at your own risk decision. :P

I have a group giveaway posted for Sleeping Dogs: Definitive Edition and SteamDB says the game will not run in Germany, so I posted a warning on the GA about it.

No more locks, for God's sake.

I believe it's because the difference on censorship. It may be just like in Germany, the game has a different version in your country.

The game is not even locked in my region.

Capcom treats Europe is a separate region. Funny enough, if my memory serves right, the EU version is considered the ROW one.
