It's much easier to just send everyone the coupons, since it costs nothing to send and it has a chance for profit, and the fact that people didn't buy gifts before, doesn't mean they won't in the future. We all know valve is in it for the money. I won't say it's a smart move per se, but it's certainly not a weird or unexpected one.

And Valve has nothing to do with this, coupons like those are handed out by devs or publishers in their own deals, any publisher can generate extra -90% off coupon for his game for every single Steam user. If you want RNG then craft badges.
I really can't understand what is so weird in giving beholder coupon to TWoM owners and TWoM coupon for beholder owners. I also can't understand what is so weird in receiving both when owning both games. The only thing I'm facepalming about is this thread.

I would rather suggest sharing the coupons due to the regional restrictions at gifting nowadays. Of course, giving coupons for owners of both seems to be dumb, but by sharing the coupons other gamers could profit (and in the end devs and Valve, too).

Of course, you don't need to share these. But what happens if they expire in your inventory? Nothing. Noone gets hurt. And I won't blame you.
But there are many gamers who use groups like CouponDumpster or the TrashDump bot and therefore these coupons will be shared. And every coupon which was shared and used is an argument for this promotion.

I had read the second part before, but it only describes your behaviour. Others use it and therefore it might be profitable for gamers, devs and Valve. Your original post led me and obviously others to think that you wouldn't understand this. If you do, I don't get the thread at all.

Maybe they don't have the means to check if the user owns both games so they don't give him/her anything. I mean what were they going to give you, an ingame item? (this games doesn't have those)
And I wasn't going to be happy for getting nothing for owning both games.

How about this for a Valve algorithm fail:
I have 200 hours in Pinball FX2.
When I went to put Pinball FX3 on my wishlist, I noticed Valve's "Is this game relevant to you?" section. Which said:
"This doesn't look like anything you have played before, so we don't know if you'll like it or not."
Now that is some outstanding programming!
EDIT: I also got both 50% off coupons, and I also own both games. If anyone wants one (or both) of the coupons, just friend me on Steam.

You have to look at this from the other side. You have an user who has only one of the games and gets the coupon for the other game. And a user with both games wouldn't get anything from the developers as he has "no use" for them. There would certainly people who would be angry about this decision. After all they have these games but are getting less than people only owning one of the games. So giving the coupons to all owners might annoy some but giving the coupons to only owners of one of the games might anger some. As a developer which option would you choose?
