From that pic Steam isn't downloading anything, it's showing you the last rate at which something was downloaded and how big it was.

Exactly my point.

The only other thing I can think of is that Steam is updating one of the Tools that you have downloaded, sometimes they update and don't show on the Downloads page.

@Wagas - Restart Steam and it will most likely correct itself.

I've had that recently but didn't notice it was slowing my internet - mines slow anyway :| I thought it could be the steam beta I'm using...

I just restarted steam and it cleared it...
