If you emailed the code to the winner you can't be sure if he hasn't used/traded the code already. If you haven't send the key and you are sure that it is not already used contact support.

Wait for the full 7 days and then request a re-roll if the person still won't respond.

After which you may request a re-roll, if you haven't already emailed the key.

Thanks for the info. I have NOT sent the key yet. I saw that 7 days bit, but it is brief and not very specific exactly. I just don't want to end up with a revenge neg. and have to deal with that, etc.
