i have to questions that bothers me alot... hte first one is for american users

how is the new profile layout? is it easy to use?

the second one is why if i've been on steam for 2 years, it only signs one?

new profile layout is already gone, it was up for a few mins only.

it counts 2 years to the date which you signed up on. yours is sept. 2011. so it'll have to be sept 2013 before you can get the 2 year badge.

apparently the new layout was a leak and not an official release, so yes, it's gone.
