I'm not sure if the requirements for it have been released yet, but those are ok specs so I would guess yes.

I have an Intel HD graphics card. I'm going to be running this bad boy at nearly 20 FPS!

Duo cores are like crippled war veterans. Get a better processor if you want to prevent tears.

Mine was really good and tearing was fixed when I got the C2D. I think the Ati 4850 was the only weakness of the package. It handled SR2 and RF:G above low settings.

there will probably be optimization mods available shortly after release

Likely be fine. Games developed alongside console counterparts don't tend to be the biggest system stressers in the world. Probably won't run it flawlessly but I would imagine it would run okay. But it's really just conjecture until they release the system requirements.

It would run fine, just not super high. Last when I used the GTX 260 (Core 216) my god was that thing hot. I ugpraded my GTX 260 to a GTX 560 Ti and god was GTX 560 Ti waay cooler and it easily overclock by +100-300MHz on air.

I doubt it will be too demanding.
The guys at bethesda said they are not using cutting edge graphic techs so I think your rig would be fine.

They said several times the game engine is rewritten, but only a bit more advanced than Oblivion.

The TES:V requirements are... Own a 360 or PS3.

If you could run FNV on max, you can probably run Skyrim on a decent setting.
