Not 100% sure, but I think no apps with type "music" require the base game, right?
(Of course there is also music offered as app type "DLC", in which case the base game is required.)

So if technically possible, could the requirement to own the base game be removed for the app type "music"?

On the other hand, maybe it's actually better the way it is now - owners of the base game receiving the music for the game.
Even though it means there are often few or no entries.

Yes (if technically possible). It's an unnecessary restriction.
No. While Steam allows it, it makes sense to give the music to owners of the base game. (Mind there will only be few entries.)
Steam should introduce a potato app type !

I think it's a steam API issue. They mark soundtracks as DLC and at this point I don't think CG can do anything about it - like may other Steam API related issues we have plaguing this site...
