Update drivers, if you haven't done that in a while. Your computer is a bit old but should have much problems running those games. Your CPU kinda seems to be a bottleneck in that setup though.

SR3, witcher and everything runs fine on my Core2Duo. Also I have 4GB RAM, so this can't be the problem.
edit: Google brought me the info, that your graphic card could be crap.

Try checking the amount of memory your different processes are consuming in task manager, might be that you got some very expensive background program running which you don't even use but installed somewhere along the way.

LAGGIN! (Which makes me a freakin idiot!!! >.<)
Laggs in these games:
Witcher 2,Red Faction Armageddon (DX9), Saints Row the Third (DX9)!!! (LAggs in whatever the settings)
Drivers are updated, Windows was reinstalled 7-8 days ago...
