So, you're 100% sure that you can't find the phone? Also, how did you lose the recovery code? This exact situation is its sole purpose.

Can you contact your carrier service to request a new sim with the same number?
If not then you'll just have to wait for Steam Support to reply and provide proof of account ownership which is usually your payment details you used (bank/credit card/paypal) to buy things on that account and they'll help you recover access to your account.

You can expedite steam account recovery. Get new sim at same number. Alternatively provide details of activated games only you can know like store purchases [in email there should be dated bills], CD keys used etc.

This makes me think. I also have steam guard on and no recovery codes?

The recovery code should be in the steam app right under where you get the codes for steam guard, you'll see a tab saying recovery code , swipe that and it should show your recovery code which you should write down.
Also it should have been the first thing the app tells you to do when you get steam guard and the recovery code is displayed, they ask you to write it and store in a safe place separate to your phone.

Well, there is a solution. Follow this:

Login to your steam using your steam username and password and click on "Please help
I no longer have access to my Mobile Authenticator codes"

It will remove the authenticator and will send you an email to your registered email.

You can disable the autnenticator if you have access to the email the account is registered to.

Keep in mind that will restrict ur trading , the use of the community market and you buying games in general

Have you tried using GPS to locate your phone?

If you can retrieve your sim that you used to register for authenticator, then you can remove authenticator.

Or else, steam will ask you to submit proof of you as a owner of the account before they help you further, which can take weeks to get back your account.
