Yes, some misuse is still possible, but... (1) there's no point in advertising it, (2) it requires too much effort for what is essentially very low cost games, and (3) even with some misuse it's still negligible compared to the current situation, where keys are immediately snagged by bots and rarely reach good users. With such a system the likelihood of keys ending up in the hands of good users will be magnitudes better than it is today.
You may see this as a black and white dilemma, but the fact is that the current situation is a very dark gray, while what I'm suggesting is a much brighter one :-)

That's a cop out of an answer, but you know what, perhaps you were expecting a more detailed answer from me. So here goes:
Q11. Am I forced to deliver the game?
No, and there's really no issue with it. This can be a self-policying system. If the winner is bad, the simplest solution would be to not deliver. This should be possible with regular giveaways. We've had this discussion many times in the past and you know my opinion.
Q12. If I don't like the winner, can I ignore the giveaway and create another?
You can create other giveawayes (you don't lose a slot), but not with the same key and not for the same game. You'll need to find an alternative way to give it.
Q13. If these free giveaways don't count towards ratio and aren't checked by support, that means I can enter as many times as I want to farm cards like a leech?
Once you won a game you won't be able to enter additional giveaways for it. However, if you entered multiple 0 CV giveaways and then won several of them you can do whatever you like with those keys. Our recommendation is to create new giveaways for all but one of these keys, so that others can enjoy these games. Needless to say you won't get any CV or other credit for them and you must never do it with any games you won that are not 0 CV. Regifting regular giveaways is a serious offense and will get you suspended.
Q14. So if I'm forced to deliver the game and I'm not getting suspended for it, this means that these free giveaways aren't truly random, right?
They are random, because you only get one winner and you can't choose others or create new giveaways with the same key. Either deliver the key to the winner, or find another use for it (outside SteamGifts giveaways).
