So, even before total region locks have hit the fan, I tried to ask steam "support" about their stance on reselling steam games from regions with lower prices. It took me literally six weeks of trying and all I got was a bunch of copy-pasted "go screw yourself" and "not your god damn business, son".

Since I still wasn't answered, I'm looking for volunteer, familiar with SSA and game trading in general that will be willing to write my next reply for me. Just in case at least something except useless copy-pastas could be milked from those fucks. Anyone willing to help?

They closed the ticket and they won't reply further whatever you write.

They closed the ticket after each reply, I just reopened it every time. If I'll get no reply in this ticket, I'll create another one.

It's not like support actually reads the messages. They'll surely be fine.

The most straightforward question would be "why allow trading in the first place if you're going to punish people for trading afterwards" ?

And, "why allow cross-region trading on a variety of games and forbid "taking advantage of regional prices" at the same time" ?

Besides the fact that it is pretty shitty to call out legit non-scammers to the support for no reason, they gave you the answer: You may trade, but they won't help you if you get scammed by doing so. Where is the problem?

"Abuse of reselling will have your account restricted" + "It depends on each single user how much or if he will get a penalty, you cannot say this in general" + "It is your own responsibility to ensure that you get the right items/gifts at the right time" + "If you were scammed, please use the "Report User" Button"

They actually gave you all the answers.

  • "Abuse of reselling will have your account restricted"

It was "Reselling is not supported by Steam Support. Abuse of such systems will cause your accounts to be restricted".

So it was "not supported" instead of "forbidden" (so they won't do jackshit if you got scammed in proccess, as usual) and "overusing reselling will get you bananed" ( so they're implying there's some sort of "maximum gifts resold=X" until which it's not forbidden. Tried to ask about this threshold and got replied with "Nah, we won't tell you shit").

  • "It depends on each single user how much or if he will get a penalty, you cannot say this in general"

It was "Accounts are reviewed on a case-by-case basis. We do not provide support for hypothetical situations." so, basically, it meant "We are the judges here, we have our own rules we will not share with you. Otherwise you could see if we change those rules in some cases."

  • "It is your own responsibility to ensure that you get the right items/gifts at the right time"
  • "If you were scammed, please use the "Report User" Button"

These two were an automated reply when I just made the ticket, check date stamps. This is against all those poor fucks that got scammed and who think they could just ask steam "support" to un-scam them, which they won't do, what a fucking surprise.

I don't know if it's a stupid policy they have or just the fear of reading but you won't get an answer out of them. I've never heard of anyone getting them to quote the rule they broke.

They can't read. Start a new support ticket.

"Once and for all, am I allowed to trade games between regions."

With only that.

I can bet my ass I'll get "Such actions are not supported, thanks for contacting us, see ya".

Note the "supported", not "allowed/not allowed to do".

Well you are allowed to create as many support tickets as you like, they cannot punish you for that. I still do think that (technically) game trading is not against the SSA. Steam's rules are just open-ended in terms of legal interpretation so they can cover their arses.

I've seen examples in the past of support answering stuff like "This matter is no longer open for discussion, any attempt to keep discussing it will be treated as spam" or something along those line, where they were threatening the guy with sanctions should he insist.

I have no link... I just remember seeing it on screenshots of hot exchanges with Steam support.

Quoting a little text from there.

Steam support: You were the first person to receive the items from the hijacked account. The account was hijacked, and then within the hour the entire TF2 inventory was sent to your account... The items were given back to the original account owner after they provided proof of ownership and were given their account back.

MoneyHypeMike: Since you do not want to tell me which person I traded with, I checked to see which account you sent back the items to. It is impossible I traded within the hour with that guy acquired the items, as it took me 3-4 days (His inventory didn't change much in those 3-4 days) to get that game as I was hesitant to trade it for his entire inventory.

tl;dr — MoneyHypeMike has been scammed. The guy who scammed him logged in from another machine, traded with Mike, than wrote a ticket to steam "support" and claimed that he was hijacked.

did i read that correctly? are you actually thinking about reporting traders? what did they do to you? it's not like they break the law or something. and if you don't even know them, they certainly did not harm you in any way.

That's exactly what I tried to ask from support, mkay.

i can't speak for every country in the world. but at least here in germany and in many other countries, the steam ToS mean absolutely nothing. if you are acting against the ToS, you don't break the law. and in some ways the ToD even conflict with local laws, which makes them just stupid and every action taken against users on ToS basis just ridiculous. the big problem is, that valve doesn't really care. if some idiot support guy has a bad day and bans your account, it doesn't really matter if you didn't break the law. your account is still fucked.

you didn't answer my question. are you about to report honest traders for trading? actually, you already did that indirectly with your support ticket. not cool, man. they didn't do you any harm, and you risk getting their accounts banned/restricted. not a nice thing to do.

Steam forbids reselling games across regions. Here's a typical message they send in this case:

Our records indicate that you are using this account to purposely bypass regional content restrictions or regional pricing.
In the future, do not resell games to users in regions that do not match the price of the region in which you reside or are purchasing from. Additionally, do not use proxy or VPN software to falsify your purchasing region.
Note that the reselling of games is not supported by Steam Support. If you choose not to follow these instructions, your current and future reselling accounts will be permanently blocked from purchasing on Steam.
Prices in the Steam Store are set on a region by region basis. The price and currency displayed are the set prices for those games based on your location.
We are always working with publishers to adjust prices to be in line with what can be found at local retailers and online shops.
