??? Not at all. HB cannot track what you do with your key after you claim it, they however can track what you do with their link, they have been known to ban people that share too many gift links, however people sharing keys have never had a problem.
I'm convinced they track keys, not links. With links you're basically forcing others to have a HB account, potentially increasing their business, which is what they want. With keys, they know you can sell them on the grey market.
They can't track keys because they're not on their service, the only entity that can check what you do with a key is Steam. As for the other bit, HB has been known to make terrible decision, why? I have no idea.

Besides what others already said in the comments it's also not allowed to set extra restrictions for steamgifts giveaways anyway. If somebody wins your giveaway you're obligated to deliver a key / gift. If you want to set restrictions the only way to do it is through a steam group with those as rules.
Of course you are allowed to state your preferences tho.

Why not just send the Steam key? It's easier and you don't risk your HB account being banned.
