A TF2 gift provides a premium copy of the game, which includes expanded backpack space and the ability to craft and use cosmetic items.
The only way to get a premium copy is to already have owned it, to be gifted a copy, or to buy something in-game from the MannCo store.
The Store requires a minimum $5 deposit into the Steam Wallet even if you buy a $1 item. Microtransactions via the MannCo store can not be purchased directly with a credit card.
