The Notice has been added to inform the temporary winner of the reason for the re-roll. And also to warn other people of the limitations of this DLC.
I did not know this earlier and it's thanks to Kijame that I noticed it.
There isn't a DLC purple stripe on the picture so you would only know if you checked the steam store page.
