In addition to what we discussed, this is what I think you should suggest the GA creator to do:

  1. Log in to Steamgifts
  2. Go to this page: https://www.steamgifts.com/giveaway/i4cqw/sniper-ghost-warrior-map-pack/winners
  3. Click "Request New Winner"
  4. In the ticket select option: Previously won the game.
  5. Once they get a new winner (usually a few seconds), send them the Steam gift you provide. It would be good to check the the new winner is still active on the site. If he isn't, they should request another one using category: Other and specify in text "This is a reroll to help a winner clear his multiple win. The new winner is inactive on SteamGifts and may not bother to mark as received. Please reroll"
