The site made it easier by introducing blocking users from an inconvenient IP range.

I'm not sure what site you are referring to when you say "site" in your first paragraph but information on region restriction often is incorrect or incomplete, especially on Humble Bundle for the past few years.`
I was simple telling you that giveaways that have been setup with incorrect region restrictions cannot be rerolled. There's only the three options mentioned above. The reason I was telling you that is because when you told the creator about the issue and they asked if they could delete, you said they couldn't but should reroll instead.
Also, while I understand your motivation about rerolling nothing is lost. The creator can simply create a new giveaway for the title but with correct region restrictions and the game will get a winner that can actually redeem their win.
