You created giveaway exactly for what you are giving away. There are no other restrictions really.The correlation between dlc and base game does not matter.
Just keep in mind steamgifts can't verify ownership of DLC due to steam API limitations, so everyone with base game can enter, whether they own DLC or not.

If it's two separate keys, your good. Just make another giveaway for the base game key. If the key your giving here has the base game plus this DLC, your still good, but I guess the base game part will be kind of wasted.
Also it's important to note that only people who own the base game can enter DLC giveaways.
Another DLC-related reminder: People who already have the DLC can enter giveaways for the DLC. It's a long-standing error and I have no idea if it ever will be (or ever can be) fixed. For example, I have this DLC, yet I could easily enter. I haven't, and I won't, but I could. Always double-check when you're entering for DLC or bundles to make sure you don't already have it!

1- if they are like in two in one key bundle, choose the correct 'bundle', 'gold edition' etc from the list when creating the giveaway
2- if you have two keys; one for this and one for the game, you will need to create a seperate new giveaway for the other key
3- if your key is two in one like the first but steamgifts doesn't list the correct pack, prefer choosing base game in the list

...except there is no way to check if someone has a DLC. You should definitely ask the winner to check it themselves, though.
[edit] actually, I've read above that it will be a steam gift, so it's alright, steam won't let you gift the dlc if the recipient already owns it.
