out of curiosity, if you own base game can you still enter? all DLC together does technicly cost 45 bucks so i would say its still worth it, but figured i would ask lol

Or, you can wait for a sale and leave the Legendary Edition for someone who don't own the game. Just in the base game are at least 300 hours of gameplay, and it will be a waste if someone who owns it wins this... ;)

I have this game in two different systems: Xbox 360 and PC. The 360 version since day 1 and I have played that for over 480 hours, and just recently on PC, and already played for over 140 hours. The Dawnguard DLC and Dragonborn DLC only add 20 each, 30 tops. So yes, someone who don't own the game should win this or will be an absolute waste and not fair for the gifter and everybody else who don't have the game.

I guess it's up to the creator. Worst case: If someone who owns the base game wins he can ask for a re-roll if he thinks it's not ok. I doubt any such winner wouldn't be ok with that.
