I was pretty suprised myself. And yeah that was my guess, too. I do own Shogun 2 but not Fall of the Samurai. Nonetheless I do have an Fall of the Samurai DLC. Pretty weird...Anyway thanks again :)
It must be an error with steam, cause I also got a dlc and not the base game.
I did get the humble weakly total war encore, maybe it was in there, but no base game. Who knows.
None of the DLC fix the main issue with the game, the lackluster AI. Still, the two campaign DLCs (the other one is not standalone) can be interesting if you're interested in those time periods.

How can you have the DLC and not the main game? An oddity due to how this game integrates with the original Shogun? I'm fine with you joining.
