Look in Windows Control Panel: you should see Catalyst Control Center. Open it and click on “Power” and then on “Switchable Graphics.”
Choose RTW executable from the list (or browse to find it) and assign the appropriate GPU.

The problem is, that RTW has "maximum efficiency" in Catalyst Control Center (CCC), but when i run RTW the main (Radeon) video card doesn't work. It's very strange, because I never have problems with new CCC.

It's possible that you're set to run on integrated graphics instead of the card, you should check that.

I'd love to help more but I've mostly dealt with Nvidia hardware and software so I'm not quite sure how to dig to the root of the problem. But it's definitely not using the main card for some reason. Is this the first time this happens?

Try running the game as an admin , works most of the time :D

That 'maximum efficiency' is bothering me. Can't you try to switch it to 'maximum graphic' or 'maximum fps' for research?
(Don't have a Radeon myself, though)
