Sleepy should be able to create giveaways with whatever restrictions they please, so long as it's within the rules of Steam Gifts. And it just so happens that they want to limit this to folks who have contributed at least $2,500.00 worth of games, and haven't gotten most of that via free keys or .99 Indie Gala bundle sales. I really don't see why folks are complaining. There are a ton of other giveaways that're open to everyone, regardless of how many games they've given away.
If you really want a better chance at winning games, why don't you try to get into a private group? Or keep an eye out for puzzle giveaways, or ones hidden inside of comments. That's a whole lot more productive than spewing capsraeg on contributor giveaways. ¬_¬
ETA And no, this does not go against the spirit of the site. If you just took a moment to think about it outside of your "But I can't enter to win these" mentality, you might just understand why that is.
