Currently giving away 20 random games to 3 lucky winners, and also doing a Grand Theft Auto: San Andreas giveaway.
Due to the way Steam API works, steamgifts thinks this giveaway is a DLC bundle for the base game.
Which means only people who own the game are able to enter this.
If you want to give this to people who do not yet own the game, I suggest contacting support and make it a giveaway for the base game instead.
If they don't allow you to change, how about asking them to delete the giveaway because of a Steam API bug and then create a new giveaway for the base game instead?
