This is actually one of those games I have in my library that falls into the category of "yet to be played." However, I've enjoyed its predecessors so I presume this will be no different. These are in my inventory as gifts, and I will shoot them to your email.
In regards to region restrictions... I am still a bit confusticated with all of this... I live in 'murica... does that mean that my purchases/gifts are not region restricted (it certainly is not presented as an option in the GA setup).

USA purchases aren't region restricted - that apply only for a regions where games are cheaper (a lot) like Russia.

You can confirm if a game is region restricted if bought from the Steam Store, if you take a look at your Inventory (Gifts). Any Steam Gift that is region restricted will show a warning in red if it is and in which region and countries that gift can be redeemed. If it says nothing, then it's not a region restricted gift ;)
