Thing is...why skyrim? By putting skyrim in here he's going to have a TON of people to entry the giveaway. Which makes me think...getting a lot of people to enter your giveaway wins you anything?
And if it was a bogus, if what he wanted was just the points to enter on something else, wouldn't it be easy to use a low profile game so few people would notice it?
This is something I've been thinking about... how come are people him here offering such high profile games? Is it really being generous? Or is there some catch to it?

often a lot cheaper than buying from steam directly. But I guess now that they integrated their service with

Keys — probably, but gifts aren't region locked. I've bought some games for my friends for russian prices and gifted them via Steam. Nobody had any complaints and all of them were registered just fine.

as far as I know only games/downloads/keys or what ever that were bought in russia are region locked.
otherwise you can activate the game anywhere
edit: in essence, this means the key should work world wide
