Tell you what. Instead of sending via mail you add the winner as friends on Steam and send the gift. That way Steam SHOULD tell you if they own it or not.

Cheers - I used to do it that way, but I found adding people on steam took longer. Maybe some people get a random friend request and they ignore it for a while. I found I had to email people directly, to say that I sent them the friend request, so please add me so I can send the game. It became a headache just to give people a gift. So recently I started using the email system instead, and so far it's been much less hassle.
I'll definitely check the winner doesn't own the DLC already before sending it anyway. Cheers for checking :-)

Yeah, I know what you mean. I used to do that myself, because I wanted to make sure the key gets activated the second I send it, but often times I found myself waiting for quite some time. You know what you're doing though, so pardon the spam.
