Those top tier games in the giveaways may be worth gambling for for some people, and the cards sell rather high, so they may sell them to recoup the money from buying the games.
I did gamble, and it's still tempting even now, but I'm saving for a big one now.

Well upon closer calculation it was only 18 games and couple DLCs on top. And it will be worth it when I get my PS4. :P

No, its 2 random games off the list. I really wanted On Earth as it is In Heaven and Companion so I took a chance and bought the only 2 of their games I thought there was some chance I might actually play at all. Most of these games by sakura are... not at all appealing to me.
I got: Fake/SuperSonia + Captain Firebeard and the Bay of Crows from one, and: True Lover's Knot + Love in the Glen from the other. From what I have experienced and seen people say, I can tell you the rarity goes from the bottom up on that list.
Meaning, you're MOST likely to get Fake/SuperSonia and LEAST likely to get Nine Parchments, with everything else falling in order between. Which also makes sense with the value of the games. Its like a lootbox. Since I had 3 out of 4 of those and don't care about the other game at all, it was a bad choice but I knew my chances weren't great before I did it.
Its basically grab bag gambling.
Edit: Of course the worth of doing this is certainly increased if you think you might like the games you have to buy. If not it might honestly be best to just wait for trine to go on sale unless you feel like testing your luck.

If you are looking for games with good English translation, then all of the games from this publisher (except for The Vagrant) are not for you. The games themselves are fine and some of them are good games (Tales of Wind), but the translations are atrocious.
If you can understand Chinese, those Chinese VN might be for you.
If you can understand Japanese, then it's better to buy from the publisher on DLSite (the legal way) or just go pirate it (which is better than spending money on a censored and shitty translated game). Heck Tales of Wind is even freeware in Japanese.

I remember I got two free games Zasa an AI Story and Cat Girl from buying Fox Hime which is also from the same developer and also had the same criteria of playing the game for 2 hours and also was newly released like how Dragon Knight is released 4 days ago. Might go for it again myself. But 20 games event? Nah...
