I would guess it's for the same reason that the Bundesliga is the only league in Europe not playable in Football Manager, no? Something to do with the rights (can't be arsed to look it up :p)?
Anyway, it certainly doesn't have a monopoly on the genre on a wider scale: I know dozens of people that play or played some iteration of Football Manager. I've never known a single one that talked to me about FIFA Manager.

Maybe I overestimated the power of EA to make people play crap, but from my buddys nobody knows about the SEGA FM. :D (and I'm too lazy to wait for fanmade language packs for it, so I'm not getting it too)

Yeah, I guess it's comprehensible that a football game that does not feature the German leagues and national team is not exactly an hit in Germany XD (though I would bet that early versions of Championship Manager probably were)
It's a shame, too. Finest footie management simulator known to man :D
Anyway, as far as I know, Football Manager is, by a large margin, the most popular of its genre in most countries, which may go a long way explaining why EA dumped FIFA Manager.

well but you can purchase it from other sites and activate it (like i did) and there are fanpages that hook you up with original names, roster, pictures, everything.

Just a warning if you want to get it. Nice move from EA to discontinue the series after their last 40€ database update called "FIFA Manager 14". Also they won't patch the new version, saying that they plan "no further play and database updates. It lies more in the hands of the fan sites, whether they publish another database updates."
So they failed with a game that has almost a monopoly in its genre?! Well played, EA.
