Well, we mostly imply that games are in english, so the seller SHOULD have mentioned that.
Still, it doesn't break any written rules, so i suppose this is a "borderline" case. You can't really mark it as not received because you received and activated it successfully (without VPN).

This is getting quite off topic, so I'll be closing this. As previously mentioned, you can either contact us via a ticket to discuss this or you can contact steam support to request the version to be changed so that it includes all languages.

I won Wargame: European Escalation (public giveaway with no further information about the game version) and could activate the key without problems but it turned out to be
Wargame: European Escalation Retail (PL).
There are no language options in steam library and ingame language is polish only(cannot change it).
Is this legit or should I mark the gift as "not received". Imho it's against the rule "Do not submit CD-keys that have regional restrictions, or those that require VPN activation or methods to bypass regional restrictions." but not totally sure about this.
