I am not sure what part of this is hard to understand for you. Devs might be not aware as well, but free games doesn't drop cards just like f2p games. You can ask this to steam discussions instead of game discussions.

Things are like that for at least 7 months, like they mentioned in this discussion
Games acquired during a free period on Steam no longer drop cards, likely to combat bots. If you bought it before, buy it afterwards (maybe even activate it with a key?) it allows card drops to happen.
