Yes, this looks like it's indeed the case, apart from the CD-Key for AI War: Ancient Shadows that wouldn't activate for me on Steam. It's like when they screwed up with the Desura keys for Oil Crash that also worked on Steam a few months ago.
Anyway, I have a slight suspicion that you may need these CD keys for something else, like multiplayer. I could be completely wrong though. Can anybody confirm?

They're most probably CD-keys for multiplayer on DRM-free versions. But the "glitch" is Steam also seems to accept them thus giving you a 2nd copy of all games that come with those keys. However, IR did have such flops before and afterwards promptly removed the "duplicate" CD-keys.

Arcen games are so underrated, Tidalis doesn't look like much but it's one of my favorite arcade puzzlers on Steam, Shattered Haven is a bit hard to get into but the more I play the more I like it and it seems like most of my friends who have actually played AVWW seem to like it

Bah, bought just for the new AI War expansion & Shattered Haven, Arcen needs all the support they can get - AI War is amazing though absolutely time murdering so I pretty much banned myself from playing it :P

All separate Steam keys (even the AI War expansions each have their own key) except A Valley Without Wind 1 & 2 (single key for both).
The brand new AI War expansion ("Vengeance of the Machine") doesn't have a Steam key (yet?).
