In case you can't obtain a credit card, paypal don't have the option to assign a bank account and anybody in your circle of friends/family have any of above... just pirate the games. In that extreme cases I see piracy with good eyes.

Dude, my PC is an i3, 4g RAM and 2g graphic card. For you, me, and for everybody that is not obsessed with the graphics or works on something that demmands a lot of processing this is more than enought.
