Having been in the shoes of a solver and a puzzle creator, I can understand the pain from both sides.
When I set up my Unicode puzzle, it took me hours to make sure everything works correctly, and it's only a few carts with a small number of puzzle. I can't imagine how much time it takes for the creators of some of the landmark events to set up their complex puzzles. It's pretty hard to balance the difficulty of the puzzle to make sure that people can solve the puzzle, but not a no-brainer that many people can solve.
On the other side as a solver, for most people, especially those with a job, while spending an hour or two to solve some puzzle could be a nice distraction, spending more than that doesn't quite worth it, as it would cut into their rest time to prepare for another day of work, which would make more than enough money to buy the games in the GA.
Therefore, this is my attempt at making a puzzle that can be solved in a short time. Hope you enjoy it!

Solution
This is not a challenge to solve 200+ piece jigsaw in 10 minutes, especially with a large dark region. If you have solved a few jigsaw, you would know that it will take at least 20 minutes to solve an easy 200+ piece jigsaw, and it will take more time for dark jigsaw. So you should back out after entering the jigsaw link. Those who committed to waste their time on the jigsaw only gets the later half of the train.
Since I said 10 minutes, it should be something that can be quickly checked, like acrostic, or code hidden in image, which is the case here. Most part of the code is hidden in the black background, except for 1 piece in the yellow sweater of the girl on the left, and 3 pieces in the dress on the right. I adjusted the color of the text a bit too well, so it might be a bit hard to make out the text with curve tool in image editor software, but you can actually see them with naked eyes by checking out the image below. If you know how SGTool works, you don't even need the parts in yellow/white, just replace the first 12 hexadecimal digits to the example SGTool code above.
