There are no surcharges for using Paypal at online retailers. Paypal is in fact the only payment method where a small transaction amount of that nature would work. With credit cards, there is usually a minimum amount of at least $0.50 or $1.00.

It will definitely work if the funding source is a bank account or paypal funds, without any fees. I don't know if it will work with a credit card as the funding source, or rather, it may, but then you might be charged fees.
