To elaborate on this a bit more. We need a proof that user is actually a game developer.

So they need send either:

link to a discussion from a game community page, where there is the "developer" tag next to their nick
screenshot of their SteamWorks page, that shows game they are working on / released

If you convince cg to make this role specially for you - maybe. But I think that it would not give ability to enter GAs, as gold is super rich. So you may need to think twice :thinking:

I clearly remember quite a few non-developers (group/channel/community promoters for example) getting the developer role in the past. Has this recently changed?

Yes, in the past this role was given more freely. But before I joined the support someone checked all developers and removed this role from those that requested it "just because".

And since then we require that user proves they are the game developer. Not give status because someone wants to have unlimited number of GA slots.

There certainly are enough users left that have this status without published Steam games or any of the sort.
