Because most of Japanese games (mostly Konami) don't release their games on PC. It's like asking why isn't Metal Gear Solid or Final Fantasy on Steam.

I guess they only did for a bit, but not anymore which is why you don't see newer titles of those on PC these days, not even MGS1/2 and FFVII were released on Steam.

There are PC versions of most Silent Hill games, OP,s problem was that they are not on Steam.

Silent Hill 1 is only for PSX, SH 2, 3 and 4 are on PC, Homecoming is on steam and Downpour is console only :C

Konami just dont give a shit about PC players annymore. even the homecoming was forgeded on steam for a long time without price drop. not to mention how poorly was made with some annoying glitches. new silent hill games dont come to PC and the older one are just forgoten sadly :( i love the first 3 games!

There's only Homecoming so far but it's pretty unstable. It has some issues with Steam overlay so it crashes often, best way it to play it from .exe file in Steam directory. But it's a bad game anyway so don't bother (compared to the previous games)
