I fund my Steam wallet directly from my paypal, so I don't think this new restriction will affect me.
I feel bad for the users it does affect though, it seems like an unnecessary restriction.

So to be completely sure I can't send a wallet code in INR currency to someone lives in Philipines with PH currency right? Even no currency conversion?

Some info from me experience
My account in UAH but i activate RUB (12.10.20) + USD (03.09.20) + AUD (30.10.20) steam wallet code without problems
My friend with RUB account cant activate Euro steam wallet code
In MSI reward programm ( its WW) said they codes dont work in Turkey, Russia and Argentina, and they give ur codes in NT$
so I think that the restrictions apply so far only in 3 countries with cheap games: Turkey, Russia and Argentina

Possible reasons for this change include steam's battle against credit card fraud,
and players using roundabout ways to get discounts using foreign currencies.
Sadly this will also mark the end of physical gift card giveaways at GGPlayers.
But, that'll just mean more games will be given away instead!
