It looks like your privacy settings are stopping me from looking at your inventory, so I assume others might have this issue too.

While you can't add Steam packages to your inventory for long term keeping, pending gifts are stored there while they are pending. They are untradable while like this and will have a blue border.

If your refund has been approved and you do have the money back it sounds like the whole system completely glitched out for some reason. So either the DLC will disappear or you've somehow glitched a free package out of Steam, which I guess you might want to report to Valve?

In the past, Steam didn't issue refunds for DLC (so if I bought a game+ost for example, I have only been refunded for the game itself; due to the fact that once downloaded, most DLC isn't "bound" to your account, it would still be available to play); so I am assuming because it was a gift DLC it was an exception, or maybe they've changed their policy on such things. Who knows.

The simple solution is you need to get a copy of ETS2, put on some nice tunes, grab a cup full of your favorite beverage and enjoy the sights on a relaxing drive across Italy sponsored by Valve. but seriously though this game is like meditation for me

I told him to play while listening to ASMR... as you say, it's kinda meditative. I might have crashed into cars and went over the speed limit (resulting in getting a ticket) a few times because I wasn't really paying attention to the road anymore. ¯\_(ツ)_/¯
