Yes. Preordering is typically about $1-2 cheaper.
With build-a-bundles, I recall it's 50 cents per game once it launches, versus a standard $1.25 preorder (though this one is at $1.50, so perhaps the build cost may be higher as well) meaning it's usually worth not preordering on build-a-bundles if most of the hinted games don't look to your tastes, as you can still get 2 games for 25 cents cheaper (in total) after it launches. Flip side, if you're liking the hints, preordering is a great deal.

For everything else, preordering is usually the better option if you see anything previewed to your tastes, though it's always a gamble. Typically you want to remain cautious with Community Curator bundles (which covers several different bundles- best just to check comments here on SG, people'll typically warn you off them in the comments for those bundles) for preorders (since even if you do get a previewed game you have interest in, it's likely the rest of the bundle will disappoint you), while jumping on board for Be Mines and other flagship bundles (as even if they do disappoint you personally with the rest of their inclusions, the games are usually mostly high interest and can at least be traded well).

You can use the Groupees coins to purchase bundles with, however, you cannot pre-order a bundle with coins.

Yes, although usually a few games are confirmed or can be guessed before it goes live, for example here the background image indicates Tick's Tales will be in.
What I do is preorder as a gift and resell it on Group Buys if I don't like it, there's always someone who will regret not getting it and would be happy to take it off your hand for preorder price.

As far as I know it's not new. The first one I did like this is over a year ago. It's not working on phone or tablet, you need to be behind a desktop or laptop.

Most people are referring to the fact that they have a $1 coin from a previous Be Mine bundle, and that is what they are going to use to get the two most wanted games from the bundle.
