Nintendo eShop codes can only be redeemed on Nintendo eShop in Europe and South Africa. They will not work on American or Japanese Wii U or Nintendo 3DS devices.

I think it may be region restricted and you're seeing that because of where you are. I am not seeing that message myself, though I'm in the US. I think it would be good to tell me that whatever keys I would buy wouldn't work in EU though.
Other bundles have restricted South American keys, maybe for whatever reason HB/ Nintendo are doing the same idea but EU instead.

Than at least it's a noteworthy info for people from Europe and South Africa that will buy this bundle for trade or gifting (and also for americans, that now know that codes from people from europe/SA won't work) and not misinformation.
