When it's up to humans to enter in the information, there's always room for a misplaced decimal point (.6999 instead of 69.99 - though i wouldn't be surprised if what was entered was .69.99, and only the first decimal place was read.)

Pretty much this.
It was a bug that effected such a small amount of people (and even fewer in giveaways) that I personally feel it would be a bigger nuisance to all the people giving away the game legitimately then for the few people that abused the giveaway here.
