Actually I checked again, the store page says "METAL SLUG X is already in your Steam library", but when I click the play now button it doesn't work, and it's not actually in my library. Very weird.
The game doesn't appear in Games in your profile, usually it contains all games, even Profile Limited ones (which SG cannot read and sync). Maybe you have access to the game via family sharing feature? Or maybe you hid/deleted it from library?

A quick google shows that other people have experienced the same thing, so I'll just put it down to being a bug.
