Like... can he gift games to people but they give him the card drops that go with the games?
not through the giveaways but on his own

he want to gift games but with a condition: winners should send cards to gifter.

if that is the case you have 3 options:

moral: No,you should not do that,a win is a win,not a trade
legal: You have to ask support for approval
practical: don't create giveaways, just give the games to the people with the condition that they have to give you the cards

"practical: don't create giveaways, just give the games to the people with the condition that they have to give you the cards"

I would wager that most people who would want to giveaway games for someone else to farm them cards probably want the contributor value from giving games away as well :p

Why spend money on a game and leave it to dust if you can give to friends and alike with the condition to have the cards?

BTW for that you could for many games just buy the cards, would be cheapest I believe .__.

If you are doing this out side of SG, then it's up to the person you're trading with.
Inside of SG we can't enforce that, nor approve of such a rule.

If you want to just give me a bunch of games, I will gladly idle and give you the cards ;)

In all seriousness I would wager that you can not do that here. Under the FAQ/Rules section, the third one under base rules:

"Do not ask for any sort of payment/exchange in order to enter a giveaway." Stating that the winner must give you the cards, would qualify as an exchange in my opinion. You could always just ask nicely and I would bet most people would be willing to give them to you though (I know I would).

I don't read that he wants...

And his question is "can i give away a game for them to idle and card drop?", no "who wants free games?"...

against steamgift rules to expect anything in return, which seems like it would be including cards generated from running your gift. not sure if that counts, but I'd jsut err on the safe side.

people might choose to gift you cards anyway if you ask but clearly state it isn't required to do so. :F

not sure though, I'd read it for yourself thats just my interpretation that probably no (at least it definately couldn't be in a group that needs members to do that? then again theres groups that require you make a group gift for each one you win which seems like the same thing..)

"Do not ask for any sort of payment/exchange in order to enter a giveaway. This applies to group rules as well."(see "base rules" section for more)

edit- that was supposed to be D not f. what even would be that face?)

edit-
how does that even work? card drop is limited right(by quantity not just type i mean)? and their value is less than the games, and if free means like free "exploited" codes I don't think we can gift most of those? so it doesn't seem like it'd do much to defray costs. maybe save a few cents i guess? but it doesn't seem like it'd add up enough to be worth the trouble

I read the faq and i knew the rule, i was just saying more that its outdated in that gifts can be continuously given by "card farming" while i could create accounts for this purpose alone, it doesnt make sense to do that when someone could get a game on their account! and enjoy it!

This is kind of like goldfarming, except it's cardfarming. Clever.

So you're expecting people to farm cards for you? That's not being reasonable at all. Just give them the game and let them earn their cards and keep their cards. Emphasis on the word "their".

Yeah, it's kinda assholey. I've had friends give me games to idle card drops for them and it's fine, but telling someone randomly selected to give you their cards is rude.

You can, but there's nothing to force them to hand the cards to you.

You can't ask anything (of monetary value) in return in giveaways.

The next big thing - naked pictures of ducks in return for giveaways.
