Did you ask support for rule acceptance? You cannot use special rules if you didn't receive staff permission first.
If you had a permission just bump your ticket until it gets answered - they will pick up new winner and it will fix your feedback ratio. If you didn't have the rule accepted beforehand - you must give the game to the winner or suck on not received.

Also - if he accepted the rerol loike you're saying why did he mark not received afterwards?

the main question I asked was and still is DID YOU HAVE SUPPORT PERMISSION TO USE SPECIAL RULES. (and bonus one WHAT WAS THIS SPECIAL RULE).
But as you're so eager to continuously avoid them - answer for first one is simple - you did not have permission. You won't get a reroll - even based on winner rejecting his win - he rejected based on false infor provided by you that he broke a rule, rule you had no right to use in the first place. So you may close the topic and send winner his gift, or close the topic, do not send and suck up on fairly earned "not received".

I made a giveaway, and displayed some restriction.
I asked a reroll, including screenshot of conversion with first winner where he recognized the reroll, beacuse he don't have all reqs.
Nothing to happen, and now I have 50% rates.
