Is this a legit offer from paypal?

I just received a referral from someone for https://steam.paypal-referral.com. It says I would get 2 € and that guys also gets 2€ .
Is this right? I checked the certificate for the domain it seems it is from Paypal Inc.

It should be legit. Last year it supposedly was 5€ per friend. French only however :(

I think paypal and steam did something like this for the summersale, too. As far as I remember it was only offered for french users, though. But there might be a workaround.
