Only when Steam deems so. As it stands, I don't think there's a risk. At the very least, it's the same as SAM and / or IdleMaster.

Thats because there was probably a disconnect with steam during that time.
That was my biggest problem with IM.
When you have IM running at home for instance, and login to Steam from a different location (work, phone) IM stops working. It adds hours to Steam (looks like in offline mode) but wont drop cards.
Thats the main plus for Archie's for me. It keeps checking if your cards are dropping and automatically connects when youre disconnected.

The honest answer to this is yes. The realistic answer is no. It clearly violates steams TOS, however they have never shown any signs that they actually care. Nor are they likely too. But the risk is there.albiet small.

And which specific part of the ToS does it violate?

You may not use Cheats, automation software (bots), mods, hacks, or any other unauthorized third-party software, to modify or automate any Subscription Marketplace process.

The question is what in fact is Subscription Marketplace process. As we can read:

An example of a Subscription Marketplace is the Steam Community Market

We're not modifying or automating subscription marketplace process, if by subscription marketplace we understand steam community market or steam store. However...

Valve may cancel your Account or any particular Subscription(s) at any time in the event that (a) Valve ceases providing such Subscriptions to similarly situated Subscribers generally, or (b) you breach any terms of this Agreement (including any Subscription Terms or Rules of Use).

Therefore, as with every Steam software. ASF is not authorized by Valve and I cannot guarantee that you won't be suspended if Valve suddenly decides that they're banning accounts using ASF now.

Thats from ASF's faq actually, but I would argue, that since cards can be sold, they do in fact fall under a marketplace process. Either way, I dont think steam cares, or ever will care.

That refers to you cannot use any bots to automatically post items on the market, use a bot to get items at a certain price automatically (circumventing the max amount of buy orders), cannot automatically tick the "I accept the terms" bracket, and so on. Bot idling is only banned in certain VAC-protected games where playing drops items for you, like in TF2 and CS:GO. Card farming is not against Steam ToS, IdleMaster's problem was with the VAC servers too.

Actually if you're using it, you're making Archi and his/her bot closer to world domination xD

just the risk of being awesome

The only risk is that you are helping Archi to achieve his world domination a little faster.

Strictly speaking, ASF is a "mini" Steam client that launches command-line activities that the Steam servers identify as games.
It's like idling games manually (except when you idle more than one to reach 2 hours), and it won't use as many resources.
ASF will also disconnect its "fake" gaming session when you start a "real" one, so you're 100% safe (unlike with Idle Master).
Only "risks" being:

  1. abnormal "hours played in the last 2 weeks" (for example, I have 170, but less than half of those are "real")
  2. an overload of trading cards in your inventory
Sounds like advertising, huh? But it's not, really!

I wrote to Steam Support - 'Are using Archi's Steam Farm / ArchiSteamFarm and/or Steam Idle Master NOT against STEAM® SUBSCRIBER AGREEMENT etc.?(...)' and got an answer.

More about this here - https://www.steamgifts.com/discussion/gCxhN/archis-steam-farm-asf-idle-master-alternative-windowslinuxos-x/search?page=11#XOVoPg9

Probably not on steam's end.
Although when I downloaded it, my antivirus quarantined the definition creator. I won't be using it myself until that's fixed.
