Is connected to a VAC secured server. - Easy to do, wouldn't cause any problems.
Is responding to in-game drop notifications while not utilizing external programs to do so. - This will be the biggest annoyance, but only requires you to not be AFK while idling.
Is running only one instance of the game. - Sandboxie allowed you to bypass the one instance of Steam limit, otherwise VMWare would do it.
Is not in textmode. - Only increases the resources required.

Sounds more like a deterrent to stop people from starting since it's so easy as i, but this will not put an end to idling. I'd hazard to say it's too little too late if they're wanting to "correct" the economy.

Free money is free money, just a bit more effort is required and possibly a bit less return since you may not be able to use your full farm.

It's not a "bit more effort". You need much more RAM, you can only handle a limited amount because you have to check everyone of them frequently and you basically can't be afk. However, it's certainly still possible. Imho that's like cheating, you can't make it impossible but you can make it inconvenient enough so the masses won't be able to do it

Sandboxie doesn't hide the processes. So they can just look at the process list.

VMWare would hide it, but then you need VMWare instead of Sandboxie (more resources) combined with no text mode (more resources too).
So an idler that was able to used 100 text-mode sandboxed instances might "only" be able to get 10 now.

Thats not correct you could you also 100 text-mode's but it will very slow and laggy! the only thing what you need is RAM 8 GB should be enough :) I use VMWare with steam and tf2 installed and can run up to 10 tf2's at the same time.

You also could press WASD to simulate walking... This will not directly communicate to TF2 so you don't get a VAC ban.

Then you're using external programs and leaving yourself open to account suspension or closure. I prefer not to advocate the breaking of rules which is why I didn't mention any key senders/bots.

While you're active on the computer, just run it muted and windowed in the background at a tiny resolution and check it to hit "ok" every 30 mins or so. A tad more work, but still idle-able.

There is exactly ZERO problem in the terms above for any big idle farm already existing. Ok, non-text mode can put idling calculators out of business, and depending how the 'one game instance' is handled big idlers can have problems, but still, they already can do all to bypass the new limits...

The big-time idlers had already made work arounds.

The VAC requirement and single instance are new from what I read before. Previously they had realised that an X360 pad broadcast input to all programmes using XInput. Single instance changes the game again, but it will not deter them, some were already using AHK scripts etc anyway.

Prices are still well down. I don't have the knowledge of the TF2 economy to know whether this is a (partially sale induced) blip.

Because obviously is VALVE that kills traders, not Idlers. Did you know that because of idlers in the last year the price of keys raised from 3.00 to 6.00? Guess why? Because idlers make lots of metal, so metal drops in value. When the Mann-Conomy was first announced, a single ref was a couple euros, now it is 0.35 cents. Less idlers=Less metal=Less price drop.

I wasn't aware there was an official announcement from Valve regarding idling. I had previously found a workaround to circumvent the new update, though with Valve being fairly anti-idling now, I'm just not going to bother idling from now on. I had a fairly small idle farm compared to others and while it was profitable, it's simply not worth the risk to me. I'm a bit sad I cashed in on my small warehouse of refined metals just 2 weeks ago now.

It will probably take quite some time before pricing levels out a bit, since there's an absurd amount of metals and items just floating out there.

don't think so - the Valve team in charge of Dota2 seems a lot more active than TF2 - not to mention Dota2 already has a lot of anti-social/rulebreaking mechanisms in place.

Unlike TF2, it's not hard to moderate a 5v5 game.

The money they gain right now from market trades and mann co store purchases are way more than they could get from investing into tf3 and splitting. perhaps upsetting the customers.

Trade and Shop transactions + item "hauling" is not as profitable on consoles as it is on the pc, partially because console players like other things and would need to activate a payment method just for buying items (which scares people off and lowers the amount of users), partially because that kind of system would cost extra money on consoles and also because they couldn't just benefit from market sales, due to it being on console the market sales would be smaller than on the Pc, even if they would take the time to implement the steam market on the consoles.

It would be insanely expensive to have external programs in the xbox live store and not worth valves time, plus Microsoft would probably not allow a competitor on their consoles.

The system right now is very profitable, there is absolutely no reason to release a team fortress 3.

I normally have a game running in the background while I watch youtube to get my cards, but since this news item, it doesn't seem to work too well anymore. I get the first card after about 20 minutes, as usual, but then nothing more drops. I have to restart the game to get another card.

I doubt they care about card drops since you only get a handful of cards anyway. Also, they don't have access to third party games the same way they do to TF2 to see if you are actually playing.
